Sue was born on March 1, 1957 in Del Rio to George and Frances Ivey. As a child, she was raised in a military family, moving to many places. She graduated from Judson High School in San Antonio in 1975 before attending Texas A&M where she received her Master's Degree in Agricultural Engineering.
