Shirley Ann (Rasco) Mcneil

Shirley Ann McNeil, 80, of Amarillo passed away on Saturday July 19, 2025. Celebration of Life services are scheduled for 2:00 PM Friday August 8, 2025 at Arena of Life Church, 8827 S. Washington with Pastors Ty and LouAnn Jones officiating. Interment to follow at Llano Cemetery. Arrangements are under the direction of Cox-Rowley Funeral Home.

Shirley was born on February 19, 1945 to Thomas (WT) and Velma Rasco in Gorman, Texas. She attended Gorman Elementary School and Denver City School until the 9th grade. Shirley went on to get her GED. She met and married Andy Gibbs and shared four children and 14 years together. Shirley then met and married the love of her life Bob McNeil together they shared six children and 43 years together before his passing in 2021.

Shirley was an owner/operator of OK Upholstery for 30 plus years before her retiring. She loved to garden and loved flowers. Shirley also enjoyed canning veggies and fruit, she always said that it reminded her of her mother. She was a survivor of many things but breast cancer was her biggest battle won. She was very proud of being a mom. Shirley was a loving, protective, hard working mother. She was a mom or grandmother to almost everyone who was younger than her. Shirley had a great sense of humor and loved to make faces… you could see what she was saying by her expressions.

Shirley and Bob were saved in the 90’s and they loved the Lord. In 1992 they had become members of the Cowboy Church and served the members. Shirley had a servants’ heart and she had taken in several people, strangers, and family during their time of need. Shirley was a mentor along with Bob to many and spread the word of God to all who would listen. She was an active member of her church and made it a priority to be available to help in any way that she was needed. To sum up, Shirley was a lover of Christ, a mother to the bone, a loving and spoiling grandmother, and a friend that was loyal and caring to a fault. Shirley wasn't just a faithful member of the church, she was a pillar. A matriarch in every sense of the word. Her quiet strength, her unwavering faith, and her loving spirit left a mark on all of us that time can’t erase.

Shirley had a way of making people feel seen and loved, and her legacy will live on through the many lives she touched. She was the kind of woman who didn’t just come to church, she was the church. Her prayers, her presence, and her persistence helped shape the very foundation we stand on today.

Shirley was a great friend to many and she loved them as her own family. She will be deeply missed by all who knew and loved her. Though we grieve, we also give thanks. What a gift it was to know her, to walk alongside her, and to be part of the story God wrote through her life. Heaven has gained a giant, and we will carry her memory forward with joy and honor.

She is preceded in death by her parents; WT and Velma; her siblings, Mildred Rich; Red (TJ) Rasco; James Rasco; Bob Rasco; and Geneva Rasco.

She is survived by her children, Bobby Gibbs and wife Dacia of Amarillo, TX; Lavanda Hughes and husband David of Lefors, TX; Roy Gibbs and wife Christie of Lubbock, TX; Judy Mauldin and husband Billy of Hemphill, TX; Kim Taylor and husband Fuzz of Lubbock, TX and Cory McNeil and wife Joan of Lubbock, TX; her 18 grandchildren; 32 great grandchildren; and one great-great grandchild; and her siblings, Jimmy Rasco and wife Nancy of Lubbock, TX; Jeri Faye Noseff of Krum, TX; Larry Rasco and wife Deanna of Lubbock, TX. Survivors also include a host of other family members and dear friends.
